ÀÏ¹Ý °ø¹«¿øÀº Æľ÷±Ç Á¦ÇÑ ´ë»óÀÌ ¾Æ´Ï¶ó°í ±ÔÁ¤ÇÑ °Í

±×·±µ¥ À§ ¸®ºäÀÇ ¿ø¹®Àº, ¡°the Committee on Freedom of Association has stated that certain categories of public servant do not exercise authority in the name of State, such as public servants in state-owned commercial or industrial enterprises(ibid., para. 532), in oil, banking and metropolitan transport undertakings or those employed in the education sector and, more generally, those who work in state companies and enterprises(ILO, 1984a, 233rd Report, para. 668 ; ILO, 1983b, 226th Report, para. 343 ; and ILO, 1996d, note to para. 492).¡±ÀÌ´Ù. ÇÑÆí, °ø¹«¿ø(public servant)ÀÇ ¹üÀ§´Â ±¹°¡¸¶´Ù ½Ã´ë¸¶´Ù ´Ù¾çÇϱ⠶§¹®¿¡, ¡®±¹°¡ÀÇ À̸§À¸·Î ±ÇÇÑÀ» Çà»çÇÏ´Â °ø¹«¿ø¡¯ÀÇ ¹üÀ§¸¦ ȹÀÏÀûÀ¸·Î Á¤ÀÇÇÏ´Â °ÍÀº ½¬¿î ÀÏÀÌ ¾Æ´Ï´Ù. ±¹°¡ÀÇ À̸§ ±ÇÇÑÇà»çÀÚ ÀÌ¿Ü¿¡´Â Æľ÷±Ç Á¦ÇÑÇÏÁö ¸»¶ó´Â °Í

À§ ¸®ºä´Â ³ª¾Æ°¡ ¡°ILO´Â °æ°è¼±»ó¿¡ ³õÀÎ °ø¹«¿øÀÇ °æ¿ì¿¡, ÇϳªÀÇ ÇعýÀº, Æľ÷ÀÇ Àü¸éÀû ±ÝÁö¸¦ ºÎ°úÇÏ´Â °ÍÀÌ ¾Æ´Ï¶ó, ¿ÀÈ÷·Á Àü¸éÀûÀÌ°í Àå±âÈ­µÈ ¾÷¹« Áß´ÜÀÌ °ø°ø¿¡°Ô ½É°¢ÇÑ °á°ú¸¦ ÃÊ·¡ÇÒ °¡´É¼ºÀÌ ÀÖÀ¸¸ç ±× ¹üÀ§°¡ ±³¼·¿¡ ÀÇÇؼ­ °áÁ¤µÇ´Â ÃÖ¼ÒÀ¯Áö¾÷¹«¿¡ Á¾»çÇÏ´Â °ø¹«¿øÀ̶ó´Â ¸íÈ®ÇÏ°í Á¦ÇÑµÈ ¹üÁÖ¿¡ ÀÇÇؼ­ ±ÔÁ¤ÇÏ´Â °ÍÀ̶ó°í Á¦¾ÈÇÏ¿´´Ù(in borderline cases, it has suggested one solution might be not to impose a total prohibition of strikes, but rather to provide for the maintaining by a defined and limited category of staff of a negotiated minimum service when a total and prolonged stoppage might result in serious consequences for the public).¡±¶ó°í °á·ÐÁþ°í ÀÖ´Ù.

À§ ±â°£ µ¿¾È üÆ÷µÈ »ç¶÷Àº ¾Æ¹«µµ ¾ø´Ù. ¿ÀÁ÷ ÇÑ »ç¶÷, ´ë±¸°æºÏº»ºÎ °í·É±ºÁöºÎÀÇ ÀÌâȭ ÁöºÎÀ常ÀÌ 2004³â 12¿ù12ÀÏ Æľ÷ÅõÇ¥¿Í °ü·ÃÇÏ¿© üÆ÷µÇ¾ú´Ù.(733. ¡¦around 121 arrests was not true. ÇÏÁö¸¸ 11¿ù6ÀÏ ¡°ÇöÀå¿¡¼­ ¿¬ÇàÇÑ 194¸íÀº Á¶»ç ÈÄ ÀÏ´Ü ±Í°¡Á¶Ä¡(YTN)¡±µÇ¾úÀ¸¸ç, 11¿ù9ÀÏ ¡°°æÂûÀº ¼­¿ï ¸¶Æ÷±¸ÁöºÎ ³ëÁ¶¿ø 11¸í µî Âù¹ÝÅõÇ¥¸¦ ÁÖµ¿Çϰųª Âü°¡ÇÑ 186¸íÀ» ¿¬Çà, Á¶»ç ÁßÀ̸ç 47°³ ÁöºÎ¿¡ ´ëÇØ ¾Ð¼ö¼ö»öÀ» ½Ç½Ã(Çѱ¹ÀϺ¸)¡± ÇÏ¿´´Ù.
